Privacy Policy

1. Information we collect

Depending on which of our Services you interact with, we may collect:

• Contact information you provide directly — name, email address, phone number, mailing address.
• Service-request information — the nature of a need or situation you describe when requesting help or navigation support, household/case details relevant to connecting you with the right resource, and any documents you choose to share.
• Provider and partner information — for organizations in our provider network, program details, service capacity, and staff contact information submitted by an authorized representative of that organization.
• Communications preferences — including whether you've asked to be contacted by phone, text (SMS), or email, and your consent choices for each.
• Technical and usage information collected automatically when you use our websites or platforms — such as browser type, device information, approximate location derived from IP address, and pages visited — used only to operate, secure, and improve the Services, not to build advertising profiles.

2. Cookies and tracking technologies

QCLS and its service providers may use cookies, local storage, and similar technologies to operate the Services, remember basic preferences, and understand aggregate usage patterns, such as which pages are visited. We do not use these technologies to build advertising profiles or to track you across unrelated third-party websites. You can configure your browser to block or delete cookies; some features of a Service may not function properly if you do.

3. How we use information

We use the information we collect to:

• Route a request for help or a filed concern to an appropriate, qualified provider or a QCLS staff member or navigator;
• Communicate with you about the status of a request, case, or application — including by email or text message, where you've consented to that channel;
• Maintain the provider network's accuracy (capacity, eligibility, and contact information);
• Operate, secure, and improve our platforms and demonstration environments;
• Support our nonprofit operations, including grant reporting, funder accountability, and program evaluation, generally in de-identified or aggregate form;
• Comply with legal obligations and respond to lawful requests from public authorities.

4. Purpose limitation

We collect and use information only for the purposes described in this policy — primarily to provide, operate, and improve the Services, to fulfill our nonprofit mission of connecting individuals and organizations to resources, and to meet our legal, contractual, and grant-related obligations. We do not use information for automated decision-making that produces a legal or similarly significant effect without human review.

5. Text messaging (SMS)

If you provide a mobile phone number and consent to receive text messages, QCLS may text you regarding a service request, case update, provider capacity check-in, or similar operational purpose. Message frequency varies depending on your activity with us. Message and data rates may apply. You can reply STOP at any time to opt out of text messages, or HELP for assistance.

No mobile opt-in data or phone numbers collected for SMS messaging are sold, rented, or shared with third parties or affiliates for their own marketing or promotional purposes. Mobile information is used solely to deliver the operational messages described in this policy and is shared only with the service providers described below, strictly to enable message delivery.

6. Who we share information with

We do not sell personal information. We share information only:

• With the specific provider organization or QCLS staff member responsible for handling your request, so they can actually help;
• With service providers who perform functions on our behalf under contract — for example, email delivery (Resend), SMS delivery (Twilio), secure data storage and hosting (Supabase and our other infrastructure providers) — who are only permitted to use the information to provide that service to us;
• With our professional advisors (such as accountants, auditors, and legal counsel) where reasonably necessary to our operations;
• With a successor organization in the event of a merger, reorganization, or transfer of substantially all of our assets, provided that organization agrees to honor the commitments in this policy;
• When required by law, or to protect the safety of any person.

7. Third-party links and services

The Services may contain links to third-party websites, or reference third-party organizations such as funders, partners, or providers. We are not responsible for the privacy practices of those third parties, and we encourage you to review their privacy policies separately before providing them information.

8. Data retention and security

We retain information for as long as reasonably necessary to fulfill the purposes described above, including maintaining a case history for continuity of care and accountability, and meeting applicable nonprofit recordkeeping and grant-reporting requirements. We use reasonable administrative and technical safeguards to protect information, including limiting staff access to what's needed to do their job. No online system is 100% secure, and we cannot guarantee absolute security.

9. Children's privacy

The Services are not directed to children under the age of 13, and we do not knowingly collect personal information from children under 13. If we learn that we have inadvertently collected such information, we will take steps to delete it. A parent or guardian who believes their child has provided personal information to us may contact us using the information below.

10. Your privacy rights and choices

Regardless of where you are located, you may contact us to:

• Request access to the personal information we hold about you;
• Request that we correct inaccurate information;
• Request that we delete personal information, subject to legal, safety, or accountability retention requirements described above;
• Withdraw consent or opt out of a particular communications channel (including replying STOP to opt out of SMS at any time);
• Ask questions about how your information is collected, used, or shared.

We will respond to a verified request within a reasonable time. Because we do not sell personal information, no separate "opt out of sale" process is necessary. Some information may need to be retained even after a request where required for legal, safety, or accountability reasons.

11. Where we operate

QCLS is based in Indiana and primarily serves Henry and Madison County, Indiana. The Services and the information we collect are hosted and processed in the United States. If you access the Services from outside the United States, you understand that your information will be transferred to, and processed in, the United States.

12. Demonstration environments

Some of the platforms this policy covers are early-access client demonstrations, clearly labeled as such within the platform itself. Any placeholder content in a demonstration (for example, sample phone numbers or agency names not yet finalized with a client) is disclosed as a placeholder within that platform; real personal information you submit into a demonstration's live forms is handled under this same policy, not treated differently because the surrounding site is a demo.

13. Changes to this policy

We may update this Privacy Policy from time to time to reflect changes to our organization, our Services, or applicable law. We will post the revised policy with an updated effective date. Continued use of a Service after a change becomes effective means you accept the updated policy.
